Go Safety in the USSR

Safety is a complex of measures and technical means ensuring safe working conditions.

In the USSR, a broad system of safety measures is carried out. The Program of the CPSU provides for the introduction of modern means of safety. and the provision of sanitary conditions that eliminate occupational injuries and occupational diseases.

Measures to ensure safe working conditions are based on a comprehensive study of production processes and the identification of deficiencies in the organization of occupational safety. The task of safety is to identify ways to eliminate these shortcomings, the development of effective protection measures, as well as the improvement of working conditions.

In order to prevent injuries, the following measures are envisaged: 1) the creation of safety conditions on the territory of the enterprise, a rational arrangement of aisles, passages, sufficient illumination; 2) safety of buildings and equipment (fencing and automatic safety devices); 3) emergency devices, automatic alarm and marking in order to take precautions and prevent dangerous errors; 4) normalization of the air environment in the premises and on the territory in order to create hygienic (prevention of pollution by gases, vapors, dust) and optimal meteorological conditions; 5) operating-mode and technological safety conditions: on a number of production facilities, carrying out verification activities upon admission to work; special management of work, appropriate work and rest, rational organization of workplaces, in some cases - duplication of performers and other conditions; 6) provision of safe fixtures, tools and protective equipment; 7) the training of safety workers: instruction (including at the workplace), training, probation, agitation, propaganda of safety measures.

Preventive measures stem from an analysis of the causes of accidents and occupational diseases . The study of the causes of injuries, the availability of data on the predominant localization of injuries, the distribution of types of injuries by severity allow us to find out its specific sources and outline rational measures to reduce the number of accidents. All safety measures contribute to maximum productivity.

In accordance with the regulations on safety services at the enterprises, there are departments (groups) of safety techniques that systematically monitor the implementation of measures to create safe working conditions, as well as to combat injuries and accidents. Responsible for the state of labor protection at the enterprise, institution as a whole is its leader. A significant role in the control and implementation of labor protection and safety measures belongs to trade unions. Operational management of the organization of safety in industrial enterprises is carried out by the chief engineer.

In improving safety work, a significant role is played by the health service, in particular the average health workers. In the implementation of safety measures play an important role average health care providers, obstetric points. Their duties include monitoring the sanitary condition of workshops and workplaces, checking the provision of workers with benign personal protective equipment, etc.
